About the Fee

Companies, government bodies, and educational institutions make copies from books, magazines, and newspapers. This copying is not limited to photocopying but increasingly occurs digitally, such as scanning, emailing, printing, or saving on a computer or internal network. Stichting Reprorecht collects a fee for this and ensures that it is allocated correctly.

Stichting PRO receives the publishers’ share of this fee, which we distribute to publishers. A significant amount of published material is copied, including scientific books and journals, professional books and magazines, study books, school books, and newspapers. As a publisher, you may also be entitled to a portion of these reprographic royalties.

Stichting Reprorecht collects

The board of Stichting Reprorecht includes representatives of both creators (text authors and visual artists) and publishers. Reprorecht collects fees and investigates which works are being copied, such as textbooks, newspapers, consumer magazines, or visual works. Based on this research, Reprorecht determines the portion of the collected funds that is allocated to publishers. This amount, known as the "publishers' share," is paid to Stichting PRO, which then distributes it as fairly as possible among publishers.

Stichting PRO is responsible for the 'repartition' (distribution or payment) of reprographic royalties to publishers. The distribution is based on submitted turnover declarations. Every year, around May/June, we ask publishers to submit their turnover for a financial year via our portal. This data is used to establish proportional percentages (a 'Distribution Matrix'). The calculation of the final payment is relative and depends on the turnover of all publishers in the relevant category. Around September, PRO distributes the payment to the publishers involved. The allocation of the funds is carried out in accordance with a repartition regulation.
